<p>Information and Technology CS Eliud Owalo, recently appointed <a href="https://nation.africa/kenya/news/cs-eliud-owalo-sets-up-team-to-review-key-media-and-communications-laws-4362606">a Working Group on Policy and Legislative Reforms for the ministry</a>. In the Gazette Notice No. 12620, which outlines the appointment of the Working Group on Policy and Legislative Reforms for the Information, Communications, and the Digital Economy Sector in Kenya, several women have been nominated to play significant roles in this sector. Professor Timothy Mwololo Waema is the chairperson assisted by Phyllis Migwi and Doctor Hanningtone Joel Gaya.</p>



<p>Here is a brief focusing on the 12 nominees.</p>

<li><strong>Phyllis Migwi:</strong> She has been appointed as the Vice-Chairperson of the Sectoral Working Group. She is the Country General Manager for Microsoft East and Central Africa where she drives thought leadership in the market and leads in engagement and advocacy around Microsoft&#8217;s social impact pillars. </li>
</ol>



<ol class="wp-block-list" start="2">
<li><strong>Angela Wamola: </strong>She is a digital and technology expert with a solid Information, Communications, and Telecommunications (ICT) background for managing all aspects of strategic engagement on digital transformation and advocacy on related public policies. </li>
</ol>



<ol class="wp-block-list" start="3">
<li><strong>Josephine K. Ndambuki: </strong>A business strategy and innovation leader with skills across technology, business, and innovation coupled with an entrepreneurial mindset and passion for the development of the next innovator ecosystems.</li>
</ol>



<ol class="wp-block-list" start="4">
<li><strong>Agnes Kalekye Nguna</strong> is an accomplished Transformational Business Leader, with 15 years of experience and expertise in leading, managing, and overseeing company operations. She is presently working as a Chief Operating Officer at Star Publications (Radio Africa Group Ltd). She has previously worked as General Manager, Commercial for Monitor Publications Limited (Kampala), Group Advertising Manager for Mwananchi Communications Ltd (Tanzania, and Group Regional Manager (Radio Africa Group).</li>
</ol>

<li><strong>Judy W. Munyinyi </strong>has a decade of senior-level experience in Government and Communication, with expertise underpinned by a robust foundation in private-sector communication encompassing print and broadcast media, digital media, and development communication.</li>
</ol>



<ol class="wp-block-list" start="6">
<li><strong>Joan Onyango-Obunga</strong> is an expert in International Development Law. She has worked in the Kenya Law Reform Commission as a Senior Legal Researcher and Legislative Drafter where she drafted Bills and Regulations, reviewing and amending of existing laws.</li>
</ol>

<li><strong>Caroline Kiarie-Kimondo</strong> has been a grantmaker at UAF-Africa with 8 years of experience in program management. She is an expert resource in organizing and curating networking and knowledge-sharing spaces with diverse partners including artists, activists, academia, and community-based organizations.</li>
</ol>

<li><strong>Caroline S.A. Mandi</strong> is a performance-driven business leader with over 25 years of demonstrated skills in Communication, Media, and Business in East Africa; She has been the CEO and Publisher at CMM LTD, East African Magazines Ltd, Managing Editor, True Love Magazine. Ms. Mandi has provided Communications consultancy for Safaricom, the Automobile Association, Oxford University Publishers, Oakland Media Services, World Bank, and Coca-Cola Cola amongst others. </li>
</ol>

<li><strong>Sylvia Mudasia-Mwichuli</strong> has over 20 years of experience in providing leadership in policy influencing, communications management, and resource mobilization support for several local and international organizations. Her areas of expertise include communication strategy development, change management campaigns, partnership building, stakeholder engagements, public affairs, campaign design, and so on. </li>
</ol>



<ol class="wp-block-list" start="10">
<li><strong>Annette Kerubo Nyakora</strong> is an Advocate of the High Court of Kenya, a Member of the Law Society of Kenya, and a Member of the Advocates Benevolent Association. She is currently working as Senior State Counsel in the Office of the Attorney General and Department of Justice and seconded to the Ministry of Information, Communication and the Digital Economy. </li>
</ol>



<ol class="wp-block-list" start="11">
<li><strong><a href="https://www.standardmedia.co.ke/national/article/2001481914/ktns-zubeida-kananu-appointed-to-icts-sectoral-working-group">Zubeida Kananu</a></strong> is currently President of the Editors Guild and Program Editor/News Anchor at KTN News. Previously, she served as political editor and senior News Reporter. Zubeida Kananu is a member of the Working Group, contributing her expertise to the discussions and recommendations related to Broadcasting, Postal, and Courier services.</li>
</ol>



<ol class="wp-block-list" start="12">
<li><strong>Anastasia Kariuki</strong> is an experienced IT technical resource. She is a Deputy Director of, the IT Department, and has a wealth of experience that spans over 15 years of IT Audit Advisory assignments across the East African region. In addition, she is a Gold member of ISACA and holds various professional qualifications including Digital Transformation (BCG), Data Science (Harvard Business Online), and PRINCE 2 Agile Practitioner.</li>
</ol>



<p>Other members include Ambassador Bishar Hussein, former KEG president Churchill Moses Otieno, Dennis Itumbi, Michael Okidi, John Walubengo, John Ooko, and Amrit Singh Pyara Labhuram.</p>



<p>“The Sectoral Working Group shall review existing policy, legislative frameworks, institutional structures, and administrative protocols regulating or underpinning the ICT and digital economy sector in Kenya and make recommendations for reform,” read the notice in part.</p>



<p>They will remain in office for a period of six (6) months from the date of the publication of this notice and the Cabinet Secretary may, if necessary, extend the term of the Sector Working Group.</p>

<p>Charlene Ruto, daughter of President William Ruto is the leading digitally fit youth advocate in Kenya, according to KeOnline Digitally Fit Awards. She was presented the award for her role in fostering digital literacy and empowerment among the youth.</p>



<p>The second-born daughter of President William Ruto has also been a strong advocate for technological proficiency and engagement among the youth. The award scheme recognizes individuals, brands, companies, and businesses that have an online presence and are creating an impact through their online visibility.</p>



<p>The Government of Kenya launched a ten-year Information Communication Technology Digital Master plan for 2022-2023 to enhance the country&#8217;s digital economy. The Master plan identifies the key pillars as driving digital innovation for entrepreneurship and digital skills, digital infrastructure and digital services and data management,</p>



<p>Charlene Ruto&#8217;s digital participation is undeniable. On her Twitter page, she describes herself as &#8220;First Daughter of Kenya, daughter of President William Ruto and First Lady Rachel Ruto, Youth Champion and Climate Change Action Champion.&#8221;&nbsp;</p>



<p>She&#8217;s also running campaigns to empower youth in agribusiness and anti-FGM campaigns among others. The youth mobilizer believes in transformative and agenda-driven leadership.</p>



<p>Charlene, a bee keeper and farmer is the most visible, daughter of President William Ruto. She is a Co-director of Matiny LTD which has minority shares at Weston Hotel. Charlene Ruto is the Head of Public Relations and Branding at Weston Hotel.</p>

<p>The Ministry of Education and UN Women joined hands to launch the African Girls Can Code Initiative (AGCCI) in Rwanda, an initiative funded by Siemens.</p>



<p>In line with the country’s commitments at the Generation Equality Forum on advancing Technology and Innovation, the initiative aims to equip young girls with coding skills, spark their interest in ICT, and set them on a path to pursue careers in the field.</p>



<p>The Ministry of Education selected fifty girls between the ages of 17-25 to participate in the initiative, based on their high performance in science, technology, education, and mathematics (STEM) subjects. </p>



<p>Minister for Education, Hon. Valentine Uwamariya, said that achieving gender equality in education remains a top priority for Rwanda.</p>



<p>“One of the biggest commitments of the Ministry of Education is to bridge the gender gap in STEM subjects, to reach 50/50 by 2026,” she added.</p>



<p>The underrepresentation of women in science and technology fields is a global concern, and in Sub-Saharan Africa, women make up only 30% of the STEM workforce.</p>



<p>Minister Uwamariya acknowledged that although there has been strong progress, several challenges related to gender inequality persist in the education sector, including the low representation of girls in STEM education at the secondary school level, which currently stands at 47.7%.</p>



<p>Speaking at the launch, UN Women Regional Director for Eastern and Southern Africa, Dr. Maxime Houinato thanked the Government of Rwanda for its strong leadership on gender equality in the science and technology sector, not just in the country but at the regional level, and further encouraged the girls to use the skills they acquire through AGCCI to tackle societal problems.</p>



<p>&#8220;By involving women and girls in ICT and coding, we unlock their power to create user-friendly technology that addresses the specific needs of women and girls,&#8221; said Dr. Houinato, emphasizing that bridging the gender digital divide is not just an imperative for gender equality, but also an essential accelerator for achieving sustainable development goals.</p>



<p>During the launch event, each of the 50 AGCCI participants received a laptop to support their learning journey as they gear up for an intensive two-week coding camp that will take place during the school holidays later this year. The coding camp will expose the girls to various subject areas to strengthen their digital literacy and work readiness. Skills acquired will include design thinking, programming, robotics, animation, and gaming, among others.</p>



<p>AGCCI, launched in 2018 by UN Women and the African Union Commission (AUC) in collaboration with the International Telecommunication Union (ITU) and United Nations Economic Commission for Africa (UNECA), and other partners, is dedicated to empowering girls across the African continent by equipping them with digital literacy and computer skills.</p>

<p><strong>Science and Technology</strong></p>



<p>She is a lawyer and corporate executive. She is the managing director and CEO of the East African region’s largest electricity-producing company, KENGEN.</p>



<p>She started her career at KENGEN as a senior legal officer. She is a member of the Law Society of Kenya and was given the Order of the Grand Warrior of Kenya in 2010. In 2020, Miano was appointed to the World Bank Group Advisory Council on Gender and Development.</p>



<p>Miano has a law degree from the University of Nairobi and an advocate&#8217;s Training Programme from the Kenya School of Law. She also holds a Master of Laws in Comparative Law, awarded by the University of Australia.</p>
